There is no rolling anything, the PoE will decide how long she is admitted for the norm is 6 months.

CBP takes a look at the totality of the situation.  Rule of thumb is twice as long outside the US as in.  Factors against her is the long duration of the planned stay and having relations in the US.  Factors for her is that she has adbided by the terms of the visa previously and have stayed outside the US for 8 months.

There is no such rule in place.  There is no specific number of visits or aggregate time allowed over a year.  Each and every entry is at the discretion of the CBP officer at POE.  If a particular officer thinks you have visited too often or too long, he/she can deny entry, allow you to withdraw application for entry, or even have you removed with a 5 year ban.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..
