In fact my husband's "congratulations on becoming a citizen" letter was signed by Obama even though Trump was president by that time. The Trump admin hadn't even bothered to change the letter or signature by then(April 2017).

The Biden administration doesn’t even send a congratulatory letter at all. I became a citizen last month and no letter.

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

I did get my biometrics waived after applying online for the N400. They were also waived for my ROC (filed April 23, 2020 and still waiting). So, I guess they used the ones I gave with my I-485 application three times. Funny they charged 3 times, but have reused them twice after the first one.

“Reusing” vs “waiving”.   The OP stated that he has not had biometrics done stateside.   Therefore, there is nothing to “reuse,” and the requirement will not be waived.

The i944 came in and out so briefly it barely had an effect, certainly not on the scale of the time period you’re looking at. Plus the i944 is not relevant for n400 anyway. Data, data, data. Logic, logic, logic.

So what you’re saying is an increase in processing times for other applications doesn’t impact the n400 processing times?

Can you shed some light on how that’s possible? The employees are a pooled set of resources are they not? It’s not a dedicated team working only on N400s.

My daughter got one, they must have just started with them.

It seems to me a 25% or so increase in annual n400 applications from pre Trump to the Trump era is a way more likely explanation than an unrelated public charge form that was in effect for a few months from late 2019, but hey, you do you.

So you're saying a 25% increase in applications led to a 100-200% increase in processing times?

A semi-permanent increase of that magnitude maintained each year for a few years - as was seen-  with the same amount of people doing the processing, of course the backlog worsens each year and times lengthen with that until applications start falling again. Then you got the Covid shutdowns and not fully reopening to exacerbate it just as it looked like the volume effect was dissipating.

Did you get a picture of the President?

No. I obviously got the Dollar Tree version of citizenship envelope. A flag, a copy of the national anthem and my certificate. Oh, and a passport application form.
