IO didn't stamp my passport upom entry

My father recently entered in December for B-2 visit and CBP at SFO (where he usually enters) also didn't stamp his passport this time. The other times he visited in the past they did stamp his passport.

I have two entries in the past few months (Dallas TX/ Ontario CA) on a B1/B2 and have stamps from both occasions, guess it depends on POE

Service Center: Texas Service Center SRC

Consulate: Juarez, Mexico

I-130 NOA1: 2019/03/21

I-130 NOA2: 2019/09/17

NVC DQ: 2020/01/21

Visa Approved: 2021/07/01
