What's the difference between Tier 1 and Tier 2 Officers and what are their benefits?

I see a lot of people talking about tier 1 or tier 2 officers on here and wonder what the difference is?  Do you request to talk to a certain level?  Do they help with different things or are they at different levels?  I might be calling USCIS next week so was just curious.  Thanks!

Timeline

Tier 1 officers are untrained and have no authority and usually spout nonsense.  
 

Tier 2 officers are the opposite of Htwe above.  
 

When you call and get a human, you are likely talking to a tier 1.  You have to ask for a tier 2.  Usually, if you get a tier 2, you get a call back.  The call back can take weeks.  
 

I’ve read reports  of tier 2 officers answering live EMMA requests.

Tier one officers can see the same things you see.  They have no access to the actual case.  They literally read your case status word for word from the USCIS website and that’s all.  A tier two officer can actually open the case and has access to the file.  So basically 99% of calls are the same as checking case status in the account.
