This question has probably been answered but I am having difficulty searching for a direct confirmation. Others are asking and others are saying it is not needed since in the reciprocity "table" it says one needs to be present physically in the UAE to get one and it is recommended that the Consul waives the requirement. However there are those who say (mainly in YT) that it is needed and there is a way to get it even if you are outside UAE. I know the process but I would like a direct confirmation from someone who has been interviewed in Manila and was asked to provide one. Thanks and apologies in advance if this topic has been answered before.

Nope.  UAE is one of the waivered countries as you can only acquire it in person from within the UAE

While the DOS website hasn't been updated,  the UAE has.

That's why it is confusing. I am getting one anyway but it's not cheap and if the DOS can be more straightforward it will help a lot. It could be time or money saved. I wouldn't have gotten one if I did not encounter some YT video and if it's really a requirement then I'd be getting a 221g for sure. 🤷🏻‍♀️

Yes you must fly there to get a Police Clearance 

 

It has been a waiver country for USEM for decades

The PCC is available for applicants who are currently residing in the UAE, or those who are no longer UAE residents.

 

You can apply for the certificate online through the Ministry of Interior’s website and/or their smartphone app MOI UAE available on iTunes and Google Play. You can also visit one of the MOI’s services centres and get the document done after filling the application form and paying applicable fees through the electronic payment cards.

 

If you are no longer a resident of the UAE, you need to get your fingerprint card from the country you are residing in and have it attested by the UAE Embassy there. A fingerprint card is an official report from the police department concerned, which verifies the identity of a person based on his biometrics and decimal fingerprint. Then, you can send your request for PCC online to Ministry of interior- UAE or to Dubai Police along with the following documents:

  • fingerprint card approved by the UAE Embassy
  • two recent passport-sized photographs
  • a copy of your valid passport
  • a copy of your last UAE visa
  • the reason for the application.

Does USEM require it now?

Have you read any of the prior posts?  That is tbe 100k question.   DOS website would indicate it is still waivable due to inability to acquire,  but that reason doesn't exist anymore.   So is it still?  TBD.

So it looks like many of the requirements of this is pretty hard to get if you live outside of the NCR due to ongoing Covid lockdowns

This isn't the only pc that requires fingerprints and/or interaction with embassies.   Are they waiving those?

No they did not. I applied online and paid. I received an email asking me to mail the authenticated fingerprint document to Dubai. It's easier if you have Emirates ID because your fingerprints have been stored already in the database. Since I was there ages ago I need to provide them one.

Yes. In fact I have to go to Pampanga to get the fingerprint document authenticated because DFA anywhere in Manila is rescheduling all the time. That's why if DOS can be more straightforward it will help a lot.
