she can refuse 

you need to know your state's divorce laws 

some states you need to file a separation paper and wait a year to finalize the divorce

depends on the state

see a divorce lawyer

meantime when you do not respond to the NOIR the case is in limbo

write to the office handling the NOIR and state you are withdrawing the petition

and understand this is devastating to the poor woman who married you,  so keep correspondence kind as you are breaking the heart and dreams of someone you professed to love

First 30 days given had gone and I don't feel like to respond. The NOIR is just simple but I don't want to continue. What if I don't write to the uscis for withdrawal of the petition?

Know your state law and the different types of divorce you can file (fault / no fault).

* Foreign police clearance lost by Fedex - delayed submission to NVC by 6 weeks.

Yes she can, especially if she feels the terms of the divorce are not favorable to her when it comes to alimony and equitable distribution of assets acquired post marriage.  Then you will move to litigate to get it resolved and depending on your state you may be required to pay her "pendente lite" (a type of alimony) until the dispute is resolved.  Therefore, it is best to be fair to her especially if she has done nothing wrong so you get it over with quickly and amicably.

Not interested in her anymore may sound flippant but there’s could be very legitimate issues triggering it.

 

It is what it is, he’s committed no crime.

 

@Dgreat You may want to modify your delivery, sometimes it may affect the type and quality of responses or advice you receive.

What the total days and extension days to respond to the uscis?
