Your plan is good and all you need. The alternative might take a year.

cheaper to actually go thru the Houston courts to change it

No reason to pay for a new naturalization certificate, that's a waste of money. 

 

Go to court and get your name change, use that name change document and your current Naturalization certificate to update your name with SSA, DMV etc, and to apply for a passport. 

 

Your naturalization certificate doesn't need to have your new name, the court document proving your name change will be good enough.

Here in Washington state, name change through the court is easiest procedure, and takes literally 5 minutes on day 1 (applying in person with court clerk) and few minutes on next business day at 8:30AM via Zoom with judge, so yes hearing could be performed via Zoom! Court clerk told me, that almost everyone chooses Zoom over personal attendance in court. Fee is 262$ including 3 certified copies (5$ each additional cooy). Need to arrive in person only once,  to pay, complete and sign the name change form. After approval of the case, name  change documents will be send via USPS to client’s address. Done.

I hope this information will be helpful to others who is in same situation.
