Good afternoon.this inquiry is for my bro in law in the philippines (f2b visa).we just called nvc to obtain the invoice id # for this case. when we inquired at ceac website,

 

what does it mean if the summary information says

 

please be advised that the case that you have attempted to access is not eligible for further processing by the NVC at this time.please contact NVC if you believe that you have received this message in error.

What is your brother-in-law's Priority Date?

 

If his Priority Date is not current in Table B of the March 2021 Visa Bulletin, then his case is not eligible for further processing.  His PD has to be current in Table B in order for him to be eligible for further processing.

priority date is march 2016. my sister in laws pd is may 2016. but when i enter  her case number and invoice id # on the ceac website,it goes to the page where you need to pay the iv (which we are not allowed yet)

On the surface then it appears a few more years need to pass before it's ready

The current PD in Table B of the April 2021 Visa Bulletin for the F2b category from the Philippines is Nov. 8, 2012.  At the start of April 2021, only cases with PD before Nov. 8, 2012 are eligible for further processing by the NVC.  This is why your BIL is ineligible for further processing.  He probably has another 4 years to wait before he becomes eligible for further processing by the NVC.

Wait until the PD becomes current in Table B of the monthly Visa Bulletin.  If you can't access the case at that time, then contact the NVC.  Right now, the NVC is not going to do anything for a case that isn't eligible for further processing.
