I forgot that Mexico City had stopped IVs again, but New Delhi started doing interviews sometime around 2014 and still do some.  

 

I am well aware what a "unit" is -- and each post that processes IVs will/does have a manager who supervises the IV unit.  While they work together to make sure there is cohesive processing between the two posts, New Delhi's IV unit is not supervised from Mumbai nor vice versa.

You've made your point.  New Delhi has an immigrant visa unit that issues a few spouse visas a year.  Mostly, they do IH3.  We don't hear about it here because they don't routinely do spouse visas.

Not sure I agree with this.  From FY 2010 though FY 2018, New Delhi issued between 8,000 --11,000 IVs each year -- not an insignificant number.  There was a large drop in FY 2019, but it was still about 1,500 IVs issued.  Most of those were in categories that take more time to review (adoptions, special immigrant visas, etc.) because of all the special regulations that apply-- which then would have freed up extra time in Mumbai to focus on doing higher numbers of those requiring less detailed processing.

2010 to 2018 are comparatively  meaningless as that is when they policy change that shifted almost everything to mumbai.  New Delhi did 269 IR visas.  Statistically meaningless compared to almost 11000 in mumbai in 2019

While that's true for IR-1s, there are a whole lot of other IV categories.  New Delhi issued 6.5% of all the IVs issued in India in FY19 -- that's not a statstically insignificant percentage (especially to the almost 1,500 people who got them).

 

But, this has gone far from the OPS original question -- sorry for being part of creating that sidetrack.
