Chances of a certain part of the U.S. Citizenship Act of 2021 passing?

I am not familiar with the political issues of America, so I am wondering what chances does this part of the U.S. Citizenship Act of 2021 have of passing? Is this a reasonable proposal or is it too outrageous? Also, is there any timeline of this passing? Say it gets passed next month, how long will it take for a person with an approved petition to move to the U.S.?

Not completely, no.

For petitions of spouses, unmarried children under 21, and even parents, it makes sense. It doesn't make sense for petitions of other family categories (siblings, children over 21, married children) that are taking on the order of decade for green cards to become available. USCIS and DOS would be over whelmed dealing with 10 to 20 times the immigration related petition and visa requests.

If it got passed next month, I'd say DHS and DOS would have process worked out in 90 days or less. But since most embassies are closed due to COVID, practically speaking, 2022. Any alien already in the USA would be able to stay.
