Is U.S. job needed for IR1 visa?

I may have been living under a rock, because I just now figured out we need to show Domicile at our IR1 visa interview. Based on our personal circumstances my U.S.C. husband CANNOT leave his Canadian job before I have my IR1 visa. Our I-130 application was just approved. My husband and I have quite a bit of savings (more than 240k USD) between his U.S. bank account and our joint Canadian account. My husband can take leave from his Canadian job and go to U.S., sign a lease, and get a U.S. drivers license. That is the best we can do. We can also get my in-laws to be our joint sponsors. If ABSOLUTELY required and asked for at the interview, my husband can even quit his Canadian job at that point. But he just cant  go ahead of me. We have young kids and he is not a Canadian citizen yet, so we cant have him leave Canada indefinitely.

 

My questions is: Can the interviewing officer FORCE MY HUSBAND TO HAVE A U.S. JOB BEFORE HE CAN ISSUE US A VISA?

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.
