Hello,

I'm French and currently living in Canada (almost 1 year) and planning to travel to the US for "Sport competition"/non-essential reason.

So far land borders between Canada and the US stay closed for Non-essential travels until April 21st maybe June.

However, "Air" borders between Canada-->US are not affected by this measure: non-essential travels are not prohibited via airplane. It is stated that CANADIANS can travel by airplane for non-essential reason.

My question is: 

Can I enter the US (airplane) for non-essential reason knowing that I live and arrive from Canada: French (WAIVER program) + living in Canada for 1 year (non-permanent resident/study permit) + country of departure Canada, arriving in the US by airplane ?

I think you can. But you probably have to get a covid test before you go. I believe the new rules put in place by Trudeau is that you have to register that you are traveling (not sure the site to register but I'm sure you can Google it). You have to come up with a quarantine plan for when you come back to Canada. You must get another covid test before you return to Canada and may have to quarantine in a specified hotel for 14 days at your own expense. 

 

I would look up Canada travel rules.

Do you have a visa or VWP for the US?  If so, then you should be fine.  Canada is not on the covid travel banned list.  That is, as long as you have not been in one of the banned countries in the last 14 days.

 

Check for CDC travel requirements and the travel restrictions (if any) for the State you are going to.

Yes, I was more concerned about entering the US, not planning to come back to Canada soon after anyway.

Then where will you go after your allotted time in the US is up?
