I am a naturalized US citizen and I sponsored my brother and my mom for PR in 2013. My mom has gotten her PR about 6 months later while my brother is still waiting for his after 8 years now.

 

I heard that for a PR mother to sponsor her son, the process is quicker, about a couple of years. My question is if my mom submit an application to sponsor a PR for my brother, is it an issue that my brother will then have multiple applications in the system? If not, then is it worth it to get my mom to sponsor him or should we just to wait out the PR application that is already being processed (going on its 9th year now)?

 

My mom and brother reside in Washington state. My brother is currently in the US on a F1 student visa.

Multiple petitions are fine and good insurance.

If your brother is over 21 it will probably take about 5-7 years for her to sponsor him, probably not too different from the remaining time left on the sibling visa.
