Legally USCIS cannot issue more visas to DR if they cross the 7%. These are the limits set by Congress. USCIS can't decide to not enforce these rules.

I was listening to the Charlie Oppenheim chat about the latest bulletin, and he thought the fact that F2B did not retrogress for the entire year is good news for forward movement in the next few months. This should mean that they've gotten through most or all of the backlog created by covid. I also saw a post in reddit of an F2B with PD of October 2016 having an interview scheduled.

Most probably for Adjustment of Status as they are giving visas up until PD Jan 2017,  Because as said, laws are laws. No visas would be available outside the US if PD not earlier than Sept 2015.

Your PD has to be current. Your PD is still 2 months away.

it doesn't matter if you are inside the US or outside the US. Same rules apply for when you get your green card. If you are inside the US, you can apply for EAD and AP once you are eligible to submit AOS - but that's the only difference.

You are right. My bad

Then the reddit thread user claiming receiving visa with an Oct 2016 PD is strange.

No worries. Actually the user was just saying they received an interview (not visa), and I am hoping that is a good sign that they are planning on advancing the visa bulletin.

Talked to someone from Venezuela who's got an interview lined up for a status change.
Her priority date is October 2016, so that's probably a good sign. Doubt they'd get an interview if things weren't moving forward.

Or.. maybe it doesn't mean much. This is what someone said regarding change of status interviews:

Since your case is AOS it is being handled by USCIS which operates separately from the State Department who set the priority dates. There are very few AOS cases vs consular processing in family based categories. So AOS cases don’t really move the needle when it comes to PD movement. I wouldn’t read too much into it. I have seen a few AOS cases here, including myself, with earlier PDs that completed interviews and are still waiting for almost two years because the final action date hasn’t moved. It’s likely that your case just ended up on top of the pile of a USCIS officer’s workload.

For Adjustment of Status, only filing date needs to be current so it's quite normal. PD doesn't have to be current.

True when filing I-485 when inside the US. But a decision on your actual green card will only be made when PD is current on the final action date, so yes...PD has to be current on the final action date to receive a green card.

F2A moved quite a bit
