Is the retreat in category f2a useful for category f2b?  Does it increase the chances of setting up an interview time?  Well, F2A has always been the priority. I think that with the decline of F2A, the available visas for F2A have decreased, so the opportunity for F2B will increase.

Hello I am sponsored by my mother for F2b visa. 

My priority date is December 7, 2015 The date of completion of my documents is October 10, 2020. First question: How long will it take until my interview? 

Second question: Can I apply for a tourist or visitor visa? 

Third question: Does being or not being inside the United States have an effect on getting an interview and visa?

Each category gets it's own quota. Given that none of the quotas are getting filled due to lack of workforces in the embassies, it will only affect from April 2023 when documentarily qualified will be stopped. So, it won't do anything for the current backlog.

Which country are you from or where is your visa getting processed? 

 

Yes. But it all depends on the embassy whether to issue you a visa or not. 

 

Yes. If you are inside the USA while your filing date is current, you can ask for Adjustment of Status and stay there till your green card is processed.

That's when the next month Visa Bulletin takes effect and it's no more current but has a set date of 8 September 2020. 

 

Saying so, I was wrong. Anybody whose priority date is after that, won't get the visa but filing date is still current so, Documentary Qualified will keep on happening as usual. 

 

So, yeah the number of people eligible for interview will change. This will affect the current interview backlog. But given so many people are in backlog prior to that date and no embassies are processing 100% visa, it won't affect much.

Probably looking at the start of the next Federal year, 1st October. Time will tell.

I was wrong, DQ won't be stopped but people receiving visa will be since they changed the eligible Priority Date from current to a certain cutoff date. 

Basically nothing is changing as they are not even fulfilling those numbers in a year, so.

That's giving false hope, in my opinion. I would refer to the recent trend of awarding F2B visas to candidates based on their foreign state of chargeability, or place of birth:

If we pick out only the F2B categories out of this report, that shows how many visas were issued in February of 2023, we can see that 1337 went to Dominican Republic, out of a total of 2257 F2B visas. Philipines, Vietnam, Cuba are also receiving visas at a higher rate. If lack of manpower, and other administrative reasons (e.g. Covid related) are behind this delay, then how is it that some countries are getting huge numbers and some others are not?

If we add these monthly reports for FY 2023 (Oct'22 to Feb'23) more than 50% of the F2B visas went to one particular country (5440 out of 10823). Does it not raise a red flag?

No. Some countries are having certain visas in higher numbers. 

 

In Bangladesh 95% of the visas are going to F4. The rest F1, F2A, F2B and F3 does not even get 1% some month. They can clear 3 years of F2B backlog in a month, but they aren't.

 

The issue is embassies following Documentary Qualified date over Priority Date or issuing visas based on quotas. Since the quotas are not getting filled, embassies are free to use unused numbers the way they like. 

 

Per country quota of 7% of 226k = 15.82k. As long as that quota is not getting filled, they can do whatever they like. 

Second after that quota is filled, I am not sure if they can use the unused visas from overall quotas (226,000 worldwide), so that gives even more visas to use.

Priority Date is not current. You are 1 year 3 months behind + whenever the PD starts moving. 

PD is 22SEP15.
