Interview Waived?

We were listening to an immigration attorney this morning from the Dominican Republic, who has a program online. He stated that some embassies are waiving interviews (and allowing electronic submissions of the medicals and biometrics) due to short staffing and overload in cases. This doesn't sound right and I was just checking if anyone else has heard this. We aren't sure if this attorney is correct or is disseminating incorrect information.  My stepchildren (of a USC) have been documentarlily qualified with NVC since May 2020.

and how would anyone do biometrics electronically? 

and no interview ?

tried to look all this up    /  no info from USCIS  but embassy in DC says the following

 

The Immigrant Visa Unit has resumed limited immigrant visa operations.  While the appointment availability remains restricted by public health conditions, the Immigrant Visa Unit is currently scheduling visa appointments on a very limited basis in the following categories

Interview waiver is for non-immigrant visa only.
