I am Beneficiary and I already had another k1 process in 2018 but the fiance abandoned the process after the NOA 2 was approved.  Now I have a new love and we sent our paperwork in February.  Can this past process harm me in this one?

A little late to be asking this question but it shouldn't because you never applied for a visa

i tried a tourism visa 3 times and was denied. NOA2 was approved but I did not do the interview because the ex-fiance was cheating on me then he  gave up and I would not go on either.

I meant never previously applied for the k1.  Prior tourist visas are inconsequential
