Where to file 601 waiver?

We definitely need to file the 601 waiver, but on the waiver in Part 7, page 7 it states, “You must file Form I-601 while in the United States.” The visa was refused at the interview though so he’s still in UK. I’ve seen that it should be filed at the Embassy if he’s not at the US, but I think that’s old because I can’t find on USCIS anything for sending to the Embassy. Can anyone confirm, if I get his signature on everything do I file it and send to the USCIS Phoenix Lockbox? Thanks!
