Delay in Decision by USCIS

Timeline

Dear All,

 

History of my case is : - The I-130 (Petition for Alien Relative) was recieved to USCIS on December 23, 2014.

Request for Additional Evidence from USCIS was recived on September 24, 2020.

Response on the request for Additioanl Evidence was received to USCIS on November 30, 2020.

 

The Request for Additional Evidence states that the decision on case will be taken within 60 days after the receipt date of response which is November 30, 2020. Now, more than 100 days have been passed but now decision has been taken by USCIS as seen on the case status tool. Is there any one else here facing same situation. Is this delay natural or because of COVID-19? What can we do to highlight the delay in decision to USCIS.
