It means the crime was motivated by a specific bias or prejudice and he targeted his victims because of that. In this case, he has already admitted what that bias was. So he hated them because they were what?  I know the MSM is pushing a narrative to whip up support for a hate crime, and you seem to be buying it, but where is the evidence that this guy hated the people he killed because of some inherent bias?  Based on what we have been hearing, this guy was/is a nut job with a cross between a religious intolerant and a sex addict.  Not sure where the Asian hatred is in all that, but keep believing what the media and Dems will push for political purposes, the Chinese will throw it right back in Biden's face.
