I would like to know as well. It's my last summer before starting full time work next year (I'm a college student), so I'm hoping to take a quick trip this summer to California to see family. I'm going to ask around and see if it's possible to travel while we wait.

Hi, I just received an answer from the consulate of Montreal in regards to F3 interviews, see below:

 

Please note that the F3 visa category is a Family preference category, which is currently in Tier 3. The U.S. Consulate General in Montreal is processing new immigrant visa cases from the National Visa Center and is prioritizing Immediate Relative family members of U.S. citizens, including fiancé(e)s, as well as other mission critical categories such as medical professionals.  We will resume services for other categories as soon as practicable, according to the Department's tiered prioritization guidance: https://travel.state.gov/content/travel/en/News/visas-news/immigrant-visa-prioritization.html While we aim to schedule and process cases as soon as practicable, there are increased wait times for completing services due to the ongoing pandemic and substantial backlogs.  

 
Additionally, due to additional Quebec COVID-19 provincial restrictions, the U.S. Consulate General in Montreal is only able to schedule a limited number of new immigrant visa appointments. We will continue to interview scheduled applicants at this time and will update applicants as the situation develops.

Thanks for sharing this. No clue if this is accurate but I did notice a substantial increase in the number of "IR1" visas being issued these past couple months in MTL relative to pre-pandemic levels. Perhaps this may an indicator that MTL is getting through the large backlog and we could see them shifting to tier 2 or tier 3 very soon? I have no clue how many IR1s are backlogged, but the number is probably MUCH higher than family-based visas. I guess it's just a waiting game now.

Excellent point, still waiting for May's numbers to come out,  hopefully we'll all get interviews this year still.

I emailed NVC 13 days ago asking about traveling during this stage of the application, no answers yet, have you found out anything more about traveling?

Other than VJ and a Reddit post, I haven't found much. Seems like it should be fine for family-based applicants. Let me know if they say anything!

No interview letter for me yet. It took a while for the May statistics to be released, hopefully the numbers of F3 interviews are even higher for April and June.

No update from me either. Per Montreal consulate update, they are currently processing family immigration cases that were DQ in July-Sept 2019. So we have a long way to go. But on average Montreal Consulate  only approves ~5 F3/month so 21 in May is very good sign. Let’s hope they continue at this pace in coming months to clear the backlog.
