Dv lottery photo specification

Hello everyone, i just have a question about photo specification to make sure if i did it right, i have took a photo few days before the end of dv lottery dates of participations , the photographer used Canon EOS 6D , the background was natural white, dimensions of the original photo before cropping was " 3648 x 5472 " , and the size of original picture before cropping was " 3.02 MB "

after that, he directly used that photo and crop it to the right size using our official photo tool delivered by "travel.state.gov" website , and then the picture becomes " 600 x 600 " size " 104 KB " 

- my question is: does the dropping of pixels from "3648 x 5472" to "600 x 600" will not effect the picture quality in a wrong way ? because before that i saw a lot of people used photoshop directly to crop the picture , i wanna know if the photo treatement was correct by the photographer ?
