Applying for Family and entering USA

I am a citizen. I would like to apply for my sister, brother, and my mother. 
My Sister is 35 married and my brother is 25 yo and single. What would be the best way to apply for them ( Apply for mother and let her apply for them or I should apply for all of them )
Also Once I apply for them, can they still visit me in the USA ( My mother has a 5 years visa, and my Brother's Visa expired, and will be applying for Visa ).

Your mother IR5 will take about a year.

Sibling visas F4:  15 years + depending which country.

Once your mom has a green card she can sponsor your brother IF he remains single. That would take from that stage around 6-7 years. Suggest you still file F4 sibling as backup in case he gets married or something happens otherwise, not sure how old your mom is

Mom cannot sponsor your sister until she is a citizen due to the marriage. By the time she becomes a citizen (5 years) and then the wait time for married children visas (14 years + now) that would end up being longer than you sponsoring her as sibling now.

I would file for them and then have your Mother file for them as that becomes possible, you never know what will happen and you can have multiple petitions.

 

Should not effect a tourist visa, nothing is happening for a very long time.
