That is incorrect. Only US citizens and certain immigrant categories can get federal student aid: https://studentaid.gov/understand-aid/eligibility/requirements/non-us-citizens

If I have been granted Deferred Action for Childhood Arrivals (DACA), am I eligible for federal student aid?

Undocumented students, including DACA recipients, are not eligible for federal student aid

OP is sure that the college will accept joining ROTC to meet the financial requirements to get the I-20.  He already checked that out for his wife.  lol

It’s so bizarre that they want her to be a nanny or get her to effectively conscript  herself to the military (to do a degree that she doesn’t even need) rather than actually just get sponsored for a visa in employment in a professional capacity that she is clearly qualified to do. Something weird is going on here.

She has to be a Permanent Resident to join the military and a USC to join ROTC

Clarification, she can join the ROTC as an international student for the first two years but cannot receive any scholarships for doing so. You must be a US citizen to receive the scholarships and complete the last two years.
