But several states have filed to join in on the lawsuit and not let it die.

It's currently dead (because of the Northern District of Illinois court order vacating the rule) so the motion by the 11 AGs in the 9th Circuit case is a totally different appellate approach since the Northern District of Illinois is in the 7th circuit. What could result (if the AGs are successful) is a circuit split and subsequent review by SCOTUS.

What do you think are the chances of it being revived? I assume the process will take a long time (several months) to see the final outcome.

There's been further development. A few weeks ago the 9th Circuit denied the Republican AGs motions with that court: http://cdn.ca9.uscourts.gov/datastore/opinions/2021/04/08/19-17213.pdf Then, yesterday SCOTUS denied without prejudice their attempts to intervene in the Northern District of Illinois case: "We deny the application, without prejudice to the States raising these and other arguments before the District Court, whether in a motion for intervention or otherwise. After the District Court considers any such motion, the States may seek review, if necessary, in the Court of Appeals, and in a renewed application in this Court." https://www.aila.org/File/Related/19050634bl.pdf
