It's currently dead (because of the Northern District of Illinois court order vacating the rule) so the motion by the 11 AGs in the 9th Circuit case is a totally different appellate approach since the Northern District of Illinois is in the 7th circuit. What could result (if the AGs are successful) is a circuit split and subsequent review by SCOTUS.

What do you think are the chances of it being revived? I assume the process will take a long time (several months) to see the final outcome.

There's been further development. A few weeks ago the 9th Circuit denied the Republican AGs motions with that court: http://cdn.ca9.uscourts.gov/datastore/opinions/2021/04/08/19-17213.pdf Then, yesterday SCOTUS denied without prejudice their attempts to intervene in the Northern District of Illinois case: "We deny the application, without prejudice to the States raising these and other arguments before the District Court, whether in a motion for intervention or otherwise.
