Processing time VS Visa bulletin

First is the uscis anticipated processing times for the petition. 

The second is the visa availability based on petition priority date.

The way it works is

you submit a petition 

Uscis processes the petition (processing time in first extract you posted)

when it finishes processing it approves it and it gets sent to nvc

nvc will schedule you an interview when your priority date is current (the date in table in visa bulletin)

also

your extract is from chart b, it is actually chart a that determines when a visa is available 

F2A is the only category that is current for all priority dates (chart a), at least for now, so is the only one where the wait is for uscis approval, all the others almost always uscis processing is finished long before the priority date is current
