f2a, overaging, how to contact NVC?

You are at the NVC stage, soon to be heading to the embassy?    Turning 21 shouldn't be an issue.

OP has an F2a case.  If the I-130 is approved and he has sought to acquire a visa by filing the DS-260, then his CSPA age is locked in at under 21 because the F2a category is current and he is currently under age 21.  Therefore, turning 21 wouldn't be an issue since his CSPA age is locked in at under 21.

OP said "everything is submitted, do we need to contact NVC."  It's unclear if the case is at the NVC.  OP may have filed the I-130 and thinks that contacting the NVC will freeze the beneficiary's age.

The F2a category is current and submitting the DS-260 locks in his CSPA age at under 21.  No need to contact the NVC.  The NVC will continue to process as an F2a case.

so I was browsing the ceac website and saw this message: Due to the numerical limitations on immigrant visa issuance prescribed by law, this petition is not eligible for further processing at this time. The National Visa Center (NVC) will retain the petition until an immigrant visa becomes available. The NVC will notify the petitioner, principal applicant, or attorney of record when this petition is eligible for further processing. The principal applicant should not make any firm plans such as disposing of property, giving up jobs, or making travel arrangements at this time.

 

he turned 21 last march. his priority date is MAY 2018,  visa bulletin was current before we submitted all the documents and paid all the fees for the interview then we got a message that my mother does not have domicile in the USA...

Already addressed in your other threads about this topic.  Your brother will not age out of F2A --

Your brother submitted his DS-260 before he even turned 21, right?  If so, his CSPA age has been locked at under 21.

 

Send a request to NVC via their Ask NVC form about the visa class.

Me: Irish/ Swiss citizen, and now naturalised US citizen. Husband: USC; twin babies born Feb 08 in Ireland and a daughter in Feb 2010 in Arkansas who are all joint Irish/ USC. Did DCF (IR1) in 6 weeks via the Dublin, Ireland embassy and now living in Arkansas.

it's been a year and there is still no update with my brother's petition. I got 2 inquiries from them, 1st about the affidavit of support that I submitted which me and  husband will co sponsor since mother does not work. and the 2nd one was country of domicile which she is not in the US at the moment, she do have re entry permit.
