Noa 1 for california driver's liscence

Timeline

does anybody know if a NOA1 can be presented to get a DL in california or does it need to be a Notice of aproval?

06.27.07: Package sent (AOS & EAD)

07.1.07: Package received

07.12.07: NOA for I-130, I-485 & I-765

07.17.07: Biometrics Appointment (went in early)

11.21.07: Interview appointment in downtown Los angeles aproval

12.03.07: Received green card in mail

As part of the DMV CA requirements to apply for a DL, you need to verify your birth date and legal presence, refer to this link:

According to the link relevant to your question you may bring:

Permanent Resident Card

Temporary Resident Identification Card

Employment Authorization Card

"Processed for I-551" stamped in a valid foreign passport

Valid I-94 with attached photo stamped "Processed for I-551 temporary evidence of lawful admission for permanent residence"

Notice of Action (I-797 Approved Petition)

From my experience (coming from the Philippines), they refused the NOA for the AOS since it is still pending. I went to 3 DMV offices. The same response. They asked me to go back when I have the GC.
