Almost 2years, no approval for step children I-130

Timeline

I filed (USC) for my step-children in March 2019. I received a notice in July 2019 that one had been transferred to NBC. I then received another notice in October 2019 that the other case was transferred as well to NBC. In the same month (October) I received a call in letter to my local field office for an interview. When I went to the interview, they asked where was my step daughter. I stated, she is in her country and we are waiting on approval for her I-130. The officer stated it was strange that it came this office and we went on with the interview. After March 2020, I got worried b/c now its a year and still no response. I kept calling every month and it was always a different response. (1) It's at this location (2)They scanned in the documents and sent it to the wrong location so now sending it to the correct one (3) Its at the field office and an officer is taking a lot at it. During all these calls a request is being  placed into the system. One request came back and said, the application was approved on November 4 2019 and sent to NVC. Another request said, NVC sent it back to USCIS and is under administrative review. Almost hitting the 2 year mark we finally contacted a lawyer as a way forward. She stated, a call in letter means they suspected fraud in your petition (Not sure how true that is) so they wanted to meet you in person. The agent approved (November 2019) but once it went to NVC they found something they didnt like and sent it back to USCIS.  She suggested we start over from scratch( of course paying her a ridiculous amount to do it for us) b/c its either lost, we provided an in consent answer on the petition or due to fraud your petition will never get approved.  Another option she suggested is that we can try to revise the petition but that will take time and effort for USCIS to give us a definite answer. 

sidenote: We will be applying for husband I-751 soon but having issues w/our son's birth certificate. Hopefully, we receive within the next day or so. 

 

 

I honestly don't know what to do now.. Any thoughts would be greatly appreciated?
