Timeline

California has its own border controls.  I re-entered California two weeks ago and was not quarantined.  I wasn’t  even inspected and was just waived through.  
 

California is serving food indoors in restaurants, opening  movie theaters today, gyms, salons, etc are open, ...

 

So “what quarantine”? “What pandemic”?

 

Its a tragedy of the commons.  There is an iota of chance that your failure to quarantine will make an iota of difference.

California is not a monolith. Each county sets its own rules. Those who have fallen into red tier have some restaurants etc open indoors. Those still in purple tier don’t.  If you live here you should be aware of the differences.

Correct. We are still very much in the purple tier in LA County though it looks likely we are moving to red very soon. LA County also recently changed its quarantine rules -- earlier in the year, you had to quarantine if you were entering from outside the SoCal area (not just from outside CA) but that has changed to be from outside California as a whole. It is always best to check your local or county health department for the most up to date COVID guidance because I was laboring under the delusion that the outside SoCal rule was still in effect in this county.

So what happens if somebody commutes? I remember reading that people commute from LA to SF so I am sure there are lots who live on one side of the border and work on the other, never mind border with Mexico

 

How do they track it?

Nobody tracks it

this is America not Australia, no-one enforces these things.

Honor system, I guess, if you are crossing land borders to commute from, say, CA to OR/NV/AZ and back.

 

They are still tracking people on incoming flights to LAX as far as I know and requiring people to give details of where they are staying. But again, honor system. It's not like in Canada or the UK. When my husband came back to LA in January, he did the 10 day quarantine and I did it along with him because we knew it was the right thing to do, even with his negative test. The only bite is failure to submit the form, fine of up to $500. And they can always check forms against manifests.

 

But since I don't live in a county bordering another state, this is really a guess.

Well we both know I know somebody who travels a lot and this has never come up in conversation.

I travel fairly frequently between SF and NYC. Both sides basically have an honor system. They sometimes do and sometimes don’t have people at the NYC-area airports giving you the steely eye as you walk off the plane, but I’ve never been asked to prove that I’ve filled in the online questionnaire, and only once (in the early days of them doing this) got a follow up voice recording/text in NY to remind me to quarantine. Of course they now have the 3 day option there which makes life easier.
