Applying for the passport outside of the US.

Hello.

 

I'm waiting for my interview and planning to have a travel to my birth country as soon as possible after oath ceremony while done with the citizenship process to meet my sick parents. I've been checking the expedited appointments, but looks like it's not available due to Covid in any offices any more.

 

Now my question is, can I apply for my first passport in my birth country, outside of the US and is there any problem or negative aspect with this plan which I'm overlooking?

Had oath ceremony 3 weeks ago and the woman who proceeded over the ceremony made it very clear to not travel without your US passport and that your old passport “wouldn’t work”. Unsure if she meant you wouldn’t be able to enter US without US passport etc

So basically from my understanding, if the dual citizenship is allowed, there's no negative aspect to this plan. I was mostly worried, it looks like bad in the eyes of USCIS or Department of State that I left immediately after taking my oath and this somehow reflected in my record in a not good way.

Legally you need a US passport to enter and leave even if you are a dual citizen

U.S. nationals, including dual nationals, must use a U.S. passport to enter and leave the United States. Dual nationals may also be required by the foreign country to use its passport to enter and leave that country. Use of the foreign passport to travel to or from a country other than the United States is not inconsistent with U.S. law.  

 

You can apply for expedited passport via usps in my understanding. It will take a few weeks probably, maybe faster now.

As stated above, you are required to leave the country on your US passport, so there is that. Leaving on your old passport does get recorded through the PNR data sent by the airline after departure. Most embassies/consulates do provide passport services for US citizens abroad and my bet is that you will be able to obtain one there. I'm assuming that you will most likely run into a "stern talk" at the embassy if anything at all. During your re-entry into the US, you may or may not be asked about it. It depends on how deep the IO wants to dig and if the systems even flags your previous departure.
But again, following the letter of the law you should not leave the country without one to begin with.
