Withdrawing N400 application

Without going into too many personal details, there have been some changes in my personal life and the long term outlook on whether or not I will live in the United States for the rest of my life.  What has given me pause is the complications involved with relocating back to my home country (if that were to happen) when it comes to transferring wealth back, tax implications etc.  If I did decide to move back permanently, it would make the move a whole lot easier if I was still on a PR card vs being a U.S. citizen.  

 

With that being said, what is the process of withdrawing my N400 application?  Last month I got the biometrics reuse notice and I am currently waiting to be scheduled for an interview.  I understand that I am allowed to withdraw my application all the way up until the Oath ceremony.  Questions I have are:

 

1. How do I submit the withdrawal application?  I filed my N400 online and at this time, I am not sure which office would have my application since we have two local offices in my state.  Is the letter submitted to a main service center?  Does the letter need to be notarized or sent via certified mail etc...?

 

2. If anyone has been down this road before, do you know if withdrawing my current application would have any negative impact on a future application if I decide down the road that I will be staying here permanently and would like to apply again?  Note that there are no legal issues (issues with good moral character) at this time that is making me consider withdrawing.

You send a letter to USCIS at the address listed on the NOA showing they received your application (you should have received a NOA even if you filed online) to withdraw your application.  As far as I know, you do not have to specify any reasons for the withdrawal.  The link below has some more details.  Also, I do not believe this would impact any future application if you decide to go that route.

Thank you very much for this info!  That pretty much answers all my questions.  I did receive a NOA when they received my application.  The address at the bottom of that letter was the NBC - Overland Park, KS office.  

 

Funny thing is literally seconds after I posted my initial question, I received notification that my interview was scheduled.  I still don't have the interview letter.  Would it possibly have a different address that I would need to send my withdrawal letter to if I choose to go down that route?

You may want to send a letter to both the NBC address as well as the address of the local office on the interview notice you will eventually receive.

You can also renounce the US citizenship after you become a citizen, if you decide so. There is a fee for it.

This is CORRECT. Your interview is scheduled means, your file is currently at your local office.

If your Biometrics are scheduled/reuse etc means, the application is at NBC.

Thus, sending a REGISTERED (with acknowledgement) post requesting the withdrawal to both the places is a good idea. Also you can copy paste the same letter text in your online account message option.

 

BTW, I am bit curious why do you think that you cant get back to your Ind-Citizenship (with OCI card, you can live as long as you want in either US or Ind. But for sure you must file the US taxes with world income each year as a US citizen but you will NOT have dual taxation though.. 

But still I believe that there may be some other strong reason for you.

Both of you are correct in that I can certainly obtain citizenship, and then choose to renounce it if I do end up moving back to India for good.  However, getting Indian citizenship back at that point is a very tedious and expensive process, with lots of questions being asked which I can easily avoid by waiting to apply for US citizenship until those plans have finalized.  While I can continue to live in India as a US citizen if I do decide to move back, the double taxation implications are going to be just too much work, and possibly have some financial drawbacks.  For example, there are lots of rules against investing in passive investments (mutual funds) and they come with tax implications and what not.  

 

Overall, it would be a lot less of a headache to move back as a US citizen (whether I give it up at the time or not) so I figured I would just give it some time until I know for sure where I plan to live for the long term.

I sent the USCIS a letter to both the NBC as well as the local office on March 5 via certified mail and it was delivered a couple of days later.  I still don't have confirmation from them acknowledging withdrawal of my case.  My interview is scheduled for April 8.  Is there anything else I can, or need to do here?  I don't want to be a no-show and create any negative repercussions to potential future applications.  I tried calling the USCIS helpline and ended up going into a blackhole without being able to speak with a live agent.  Do I have any other options at this point?  Thanks!
