Has anyone applied for global entry as a U.K. citizen while having a CR1 spousal visa processing? I want to do this just as I travel a few times a year and it will definitely be beneficial in my eyes to have swifter entry

also, are global entry application currently being processed? If so, how long do they currently take. And once the conditional acceptance has arrived, what are the next steps? Flying to US and having an interview?

There are centers in US, Canada, and Qatar: https://www.cbp.gov/travel/trusted-traveler-programs/global-entry/enrollment-centers

You'll initially enroll with ESTA info. When you immigrate to US with approved CR-1 visa you cannot use Global Entry for that entry. After entry with the CR-1 you'll update CBP with the LPR status at an enrollment center: https://www.cbp.gov/travel/trusted-traveler-programs/global-entry/international-arrangements/UnitedKingdom/global-entry-UK-citizens "A member must visit an enrollment center in-person to add or update visa information."
