I know your wife has to be present in person because she is the applicant. 
 

Your plan to mail what you stated before, directly to Austin, is the way to go. All you are risking is her driver license which she isn’t using at the moment. BTW, nowhere does it say Apostille is needed. If you have the certified copy from the county clerk with a seal, stamp, or embossing, then that is “certified”.

Sounds good. That's what I thought but since I have never done this before it is good to hear reassurance that I am doing things right.

 

The certificate has an embossed seal directly from the County Clerk (the issuing agency), and I agree that should be good enough. Since the purpose of an Apostille is to certify documents for use in other Hague Convention countries other than the country where the original document was issued, I agree that it shouldn't be necessary here except as a sort of "belt and suspenders" step.

I think you have done your due diligence and have a better grasp on this than most who ask the same question.
