Can anyone explain to me how does case gets processed in E-Filed Case Processing Section? And when does it move on to field office?

I am in Austin area. And I assumed San Antonio should be processing my case by now. But there was absolutely no progress since June 22nd. It looks like San Antonio don't even have any idea my case should be with them.

On June 22, 2020, we received your Form N-400, Application for Naturalization, Receipt Number IOE96********, and mailed you a receipt notice or acceptance notice. It is being processed at our E-Filed Case Processing Section location. The notice describes how we will process your case. Please follow the instructions in the notice. If you move, go to www.uscis.gov/addresschange to give us your new mailing address.

After finding internet based decoders of receipt number, the number 96 makes no sense whatsoever. Doesn't it supposed to be the year the case was first opened?

Hi,

From what I know, all the e-filing goes straight to National Benefits Center, from there it gets sent to the local offices. Since COVID and furlough happened, there's a lot of back logs. Try to call USCIS or make a request through your account; that's what I did on mine. I called and made request after 5 months then they said wait for a couple weeks I'll get notified. 3 weeks later I received my appointment. My location is Reno, NV
