I saw Ukraine is open with a PCR test within 48 hours, and you have to have an health/travel insurance policy with an office in country. She just doesn't want to go to Ukraine. So I was just looking for other countries, the information isn't really exactly easy to find.

Not Greece because it’s in the EU and they don’t allow Americans or Russians in (or anyone else for that matter), but yes to Ukraine although with restrictions.

They just need to apply for an electronic visa, that’s about it. The rest of entry requirements apply to everyone equally (i.e. no negative test or quarantine required).

I met my fiancée in Istanbul in December. It was pretty painless. They don’t need visa to go to Turkey. USC needs e-visa that can be had online in 5 minutes. We booked a townhouse through Airbnb. It was a safer bet due to the hotels closing on short notice. Plus with the closed restaurants, having a full size kitchen to cook and eat in was fun. We got to try actually living together for those two weeks. We cooked together and grocery shopped together.

I think she actually went with her then fiancé and to Mexico eventually and got married.  Mongolia and South Korea are also visa free for Russian citizens, not sure about their Covid restrictions.

I did look there first and this information is over 6 months old -since July there has been no other updates in the post.  So I thought I would ask here and get others suggestions - thank you

Turkey and Serbia tend to be popular ones. I have done both Turkey and Mexico. Mexico was amazing and very little was needed to go there. My husband had to get an E-visa online.

Found love, thought I wanted this path, two years later realized my partner was not worth all the stress 😁
