Like I said, people not in working as airline/ship crew may still apply for a transit visa, though most C1 visas issued in Thailand are combination C1/D visas.  And while standalone D visas are issued elsewhere, no such visas have been issued to Thai nationals for the past 3 years at least.  Seems Bangkok and Chiang Mai always combine D with C1.  But they did issue 1 standalone C1 visa last month.  OP's fiancee may try her luck.

I don’t know why people keep bringing up routine crew needs in the discussion of transit visas. Not relevant to OP.
