F3 Visa approved, my priority date is 01/17/2018

First, I don't think your F3 visa was approved -- rather, the petition that eventually allows you to apply for the visa was approved. 

 

The approved petition will now be sent to NVC where it will be held until your priority date becomes current. You have quite a long wait ahead of you, however, as you will not be able to apply for the visa until your Priority Date (PD) becomes current.  The current PD, per the February 2021 Visa Bulletin, is 15 Jul 2008.  It will likely take more than 10 years before you are eligible to apply for the visa.

Just double confirming your PD is 2018 not 2008? It will take years, probably a decade, possibly a bit longer. F3 is current to 01 August 2008 in the March visa bulletin. NVC will contact you for documents approx 6-12 months before your priority date in chart A is likely to be current, this is the point at which your date will be listed in chart B.

The I-130 was approved.  A visa has not been approved.  It will probably be another 10-12 years for your PD to become current and you are eligible to apply for a visa.

Thought much as there are general dates there, it depends on the country's limit per year at the end of the day...do all these countries in this category wait for this long?

Google Visa Bulletin.  All countries are the same except for mainland China, India, Mexico, and Philippines.

All the countries in the “all other countries” category wait the same, while India, Mexico & Philippines wait longer.
