Yes, he'll need a joint sponsor but that's further down the line. For sending a petition he doesn't need a sponsor.

first of all have u meet in person?

and if so,   can he travel back to tunisia and marry u there?

As the spouse visa is cheaper than a K1 visa

and getting a K1 is hard to get from Tunisia

but if you have not met yet ,   by no means should he marry u on the 1st trip to meet u

Actually right now it isn't

as most countries are not interviewing K1 and are started to interview spouse

and the K1 people are forming a long and longer line waiting here in the US for them to open interviews

 

and even before the covid the K1 visa was taking almost as long as the spouse

especially long when the K1 was denied and the couple had to marry and start over with a new petition
