Good thing they to immigration on Aruba airport.

I guess it will be buying my sister a ticket by herself, she was going this summer to visit the theme parks on Orlando,FL anyways, but yeah no way we are letting my sister out of school, she is 1-2 years away from college which being from Aruba can do on the Netherlands.

The sister can come visit her USC sibling before mom's visa interview.  Not a big problem.

this is the plan, or what we aiming, we got 4 more relatives on the US who are citizens across the states, so visiting family won't be an issue.

Hi! I was in your same situation over 7 years ago. My sister was over 18 though and not married. I was able to get my mom here in about 12 months. Then as soon as my mom got here to the US we filed for my half sister(on my mom side). She waited 4 years for her paperwork to finally come through. Now we are just waiting on interview for her. Pandemic have put a hold on this. For brother and sister does take many years. I submitted for my sister over 8 years ago and still waiting.
Fill out I-130 for your mom. Make sure you have the Colombia birth certificate and have translated. Also have to submit your birth certificate to proof she is your mom. Also your certificate of US citizenship. Let me know if you need any help with the documents.

You are not in the same situation.  It matters whether the LPR parent is petitioning for an unmarried child over or under age 21.

Your sister is over 21.  An LPR mother filing for an unmarried child over 21 is an F2b case where the current wait is 7 years for a current Priority Date.

The OP's sister is under 21.  An LPR mother filing for an unmarried child under 21 is an F2a case where all Priority Dates are current.

On the I-130, I think there is provision to list siblings.

Then at the NVC stage, can't the sister be added as a derivative beneficiary?

Not sure how that works in a parent sibling relationship

The I-130 requires listing all the beneficiary's children.  It is biographical information.  It does not mean the children are eligible for any immigration benefit.

The sister can not be added at any step.  When a US citizen petitions for a parent; only the parent is eligible for a visa.  Derivative beneficiaries are not allowed.
