Timeline

Seems wife is adjusting from K1 so sometime before she can sponsor daughter assuming daughter is not married.

The only item of relevance that OP mentioned was the daughter’s age, it would have been useful if he had mentioned any other issues.

Don't count your chickens before they hatch.

No one know if immigration reform will happen.  Republicans are no for it.

If some form of immigration reform happens, no one knows what it would look like.  Republicans are not going to give Biden what he is asking for.

If you would like some help based on current laws, please answer the following questions.  Was your stepdaughter under age 18 when you married mom?  Is your stepdaughter married?  Does your stepdaughter have children?  Is her mom an LPR or US citizen?
