Consulate refused K1 visa after application to NIE

Hi all,

Should I be concerned about this? They say my visa application is "refused", under section 221g. What is this?
Does it mean I failed the visa permanently? They say I can request a consulate officer to reconsider my visa again? I am so confused about what this means.

Please help. I attached a screenshot of the correspondence.

They are using Presidential proclamation 9993 (Proclamation on the Suspension of Entry as Immigrants and Non-Immigrants of Certain Additional Persons Who Pose a Risk of Transmitting Coronavirus Disease) to not issue you a visa. This is also known as the travel ban for counties in the Schengen Area, China, Brazil etc. Once that proclamation is lifted, they will process your visa. Until then, they cannot and therefore it will remain as “refused”.

The letter specifically says "...until such time..."
