Well, if the lady in mention knew how to do her own business, at the start she could have gone through the "legal" way by setting  the proper steps. She did not. Now she wants to brush off her responsibility, knowing that she could be in trouble in the long run. She only can ask for the SNN if she has hired a third party payroll company to setup the proper payment. Your wife is not under her wing so why is she asking for the SNN? Is she intending to provide a 1099 form? Did she pay by cash? Did she provide a receipt with the cash payment? Does she have a clear schedule payment with the exact amount anytime she provided the payment? Or did she pay by check?

Like others said, let the money go, change your phone number (if you block her, she might try contacting you from another number, my guess). If she is asking your wife to abide by the law, hence she should have done the same from the very beginning. 

When I got my green card I was hired as nanny by the same family who were my hist parents. And they did it through the lawful channels from the start. They provided to me the contract and documentation to sign and I provided my SNN directly to the payroll company. Also, I know they had hired another nanny after I finished working for them (I found a job through my career) and the woman they had was being paid under the table. She wasn't ever asked for her SNN (she was a student) and never was threatened her like this woman is doing to your wife. 

I am laughing at the fact she says she has attorneys and that she said from the start that this job would be as an independent contractor. If she was smart, then she could have elaborated a sort of mutual agreement and signed by both parties. I doubt she ever did that.
