Reclassify F2A of LPR as immediate relatives.

Hello guys,

I see that one of the changes the new administration is looking to make is the reclassification of F2A spouses and children under 21 of LPR to immediate relatives. If that change happens, does it mean that they can apply for AOS even when they are out of status and marry a LPR ? ( Thats what immediate relatives do when they marry a USC )

In addition, how long might it take or the new administration to make such a change ?
