He's not saying the vaccine didn't exist. He's saying that the Trump administration so poorly handled every single aspect of the pandemic that they had very little of the vaccine to actually work with.

 

Having said that, there is a discrepancy between what Harris has said ("we're starting from scratch") and Fauci's response ("we're certainly not starting from scratch") and I hope this administration can get their facts together. I'm far more inclined to believe Fauci over Harris.

Didn't they take office as the production was ramping up?  Beyond that, some of the promises from the Biden Admin has lowered the bar greatly.  Beyond that, I do tend to agree, I would believe Fauci over any career politician although Fauci has spun quite a bit as well over the last year.

Yes, but "ramping up" and "enough vaccines for mass distribution" are two different things. But honestly I haven't really followed the vaccine handover between administrations that closely. I really just wanted to point out that the headline was misleading, and a cursory actual read of the article would have revealed what he really said.
