The US does not care if the USC 1/2 is considered to be married in any other country besides the US.

The US does not care as long as both are free to marry in the US when doing K-1, but we were talking about the PH requirements for marrying in PH and then doing CR-1. In the latter situation, does PH not care about the previous marriage being done in PH? I.e. would PH easily recognize the US divorce?

For me personally it was a major PITA to have my PH marriage US divorce recognized. I ended up having to get a lawyer in Manila and before all was done 9 months and 5k usd was gone....

If I get married there will the visa be issued sooner?  I know back when I did my last spousal visa that took considerably longer than a K-1, has that changed?

They’re both considerably longer than when you did your last spousal visa.

That is only if the Filipino 1/2 of the relationship has been married before in the Philippines. The US does not care if the USC 1/2 is considered to be married in any other country besides the US. (The USC 1/2 must be legally divorced in the eyes of the US) That is what I was told before by my immigration attorney.

Yes but since many LGUs are now requesting a cenomar for the foreign party,  without the recognition of divorce,  a second marriage in the PI would be problematic

YMMV

It looks like OP needs to do the same if they really plan to get married in the PH, then.

Especially important if he's also asked for a CENOMAR like mentioned above, and which I've also heard about.

A CENOMAR for a US citizen?

Yes, I've heard chatter in FB groups about the US citizen also being asked for a CENOMAR. Nothing verifiable or backed up by firsthand experience though.

Weird.  The only thing it could confirm is whether the USC has ever had a wedding ceremony in the PI, nothing more.

True, it's weird. But as OP is a USC who did have a wedding in the PH, it'll come up in the records search.

Yep.  But it won't disprove that OP didn't have any number of weddings in other countries.....which is why the whole idea of a CENOMAR makes no sense to me.

I can see how it would make sense from a PH bureaucrat's standpoint - even if there is no way to disprove the existence of other marriages in other countries, the CENOMAR is a way to check if one of the parties has been married in the PH before.

Again, though, I only heard about this this CENOMAR for foreign citizens through online chatter. If/when I actually see something published in an official source, I'll share it on VJ.

I can speak from personal experience,  I was required by the LGU to provide a cenomar in order to apply for a license.

I'm not sure how everyone assumed I wanted to get married in the PI again.  On the contrary I intended on a K-1 visa this time around.  But now you have peaked my interest...getting married in another country, such as Jordan?  How would that be any different?  She would still have to wait out the visa process for 1 1/2 years or more, whether in the Philippines or Jordan correct?  I guess my real question is: What is "faster" today...a K-1 or a spousal visa?

Neither.  They are both taking a couple of years from start to finish currently.  Many consulates are not even doing K-1 interviews.

Since you won't even be eligible to file either petition until the end of the year, maybe by the time whichever one you file is approved, the process will be back to what it was pre-COVID.
