601a Success Rate Question

Timeline

I know that the approval rate for 601a's is very high (above 95% last data I saw), but is there any data regarding the number of successful 601a's where the applicant was denied a visa at the interview based on other inadmissible grounds?

I-601a is used for someone who is in the US but will interview overseas.
 

Regular I-601 is for those asked to do it after their immigration interview was done and visa was denied but they were told to apply. 
 

What are your specific circumstances?

I understand the differences between 601 and 601a.

My question is really just curiosity/analytical, and not necessarily based on our circumstances.

 

At the beginning of the 601a program, approval rates were in the mid 70's, now they are in the upper 90's. This can be attributed to several possible factors... 

1. Filers are getting better at documentation

2. Less people who are not qualified for the waiver are applying

3. Officials are getting more lax on definition of extreme hardship

4. Officials are approving people who have other disqualifying circumstances in order for them to get "trapped" outside of the country and subject to the 3/10 year bars. And then have to file 601's/212's for the other inadmissible factors. (This is a conspiracy theory that I do not subscribe to)

 

I'm really just looking for data to disprove number 4.

I can answer this, 

 

1. I am sure this is the case, same thing happened with the I 601, so much information is now easily available.

 

2. That I do not know but sounds logical

 

3. Pretty lax to start of with, you just need to make an effort.

 

4. This is not relevant, they would not look at other factors, just to see if you qualify for the I 601A waiver, they are not their to give you legal advice. Think of it like AP, you apply, you qualify you are issued it, Whether you should use it or not is another issue.
