But certain states have quarantine rules that are being enforced. [from above link] "each state has its own set of rules and requirements (which can and do change), whether it is a testing requirement for arrivals (such as in Hawaii), a quarantine, both (such as in New York), or neither."

And each county within each state might also have different rules.... Because why make it simple?

Yup, it's very confusing. For example, Santa Clara County has a quarantine requirement: https://www.sccgov.org/sites/covid19/Pages/travel-directive.aspx "Where there is a difference between the local County Order and the State Order, the more restrictive order must be followed." "Quarantine Requirements a. Except as otherwise provided in this Directive, all persons traveling into Santa Clara County, whether by air, car, train, or any other means, directly or indirectly from a point of origin greater than 150 miles from the county’s borders must quarantine for at least 10 days after arrival."
