Hello All, Trying to figure out what is required for Filipino passport holders to be able to airport transit through the US with a few hours layover before going onto another country. I'm usually good at googling this but I can't seem to find anything super specific.

Thank you,
Jordan

If you are a non-U.S. citizen and are merely passing through the United States while transiting to another foreign country, a C-1 transit visa is an appropriate non-immigrant visa.

For transits through the US on the way to a third country, they will need either a transit visa (C) or the usual B1/B2 visa:

B makes more sense, same requirements and gives you more flexibility.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”

Thanks, And I wonder if C-1s are being processed in PH?

Yes, they are. Open the link, scroll down to the last entry and open the PDF to see Manila's stats: https://travel.state.gov/content/travel/en/legal/visa-law0/visa-statistics/nonimmigrant-visa-statistics/monthly-nonimmigrant-visa-issuances.html

Caveat: I know the Embassy is still not doing routine interviews. All those C / C1D visas were likely issued to seafarers. Same situation for all the B1/B2 issuances. Those were likely visa renewals that didn't need interviews.

Still, never hurts to ask.

Realistically, for probably 'most' Filipinos it would be easier just to take flights that don't transit the US.

Unless the Filipino is part of an airline/ship crew, it is not worth applying for a US transit visa over a regular B tourist visa.  The toughest requirement for getting a tourist visa is overcoming the presumption of immigrant intent and that same requirement applies to transit visa.  So please don't expect that it will be easier to get a transit visa.

Also, as the embassy is not processing routine B or C1 visa applications now, I recommend just searching for a route that does not transit through the US.  Likely flights going through Europe.

One would have to confirm the rules on a country by country basis, but most EU nations are no problem at all for Filipinos to transit.  Usually the rules are that they must have an onward connection within 24 hours, must remain in the transit area.

Nothing special that I know of.

There is a difference between Schenegen and non Schenegen EU countries.

“If you know the enemy and know yourself, you need not fear the result of a hundred battles. If you know yourself but not the enemy, for every victory gained you will also suffer a defeat. If you know neither the enemy nor yourself, you will succumb in every battle.”
