Visa process delay due to embassy closure or applying for visa (visa fees) for an approved case sitting in Islamabad will not have any impact. Whenever you will pay for the immigrant visa application fees embassy will schedule an interview once they are open for the visa interviews.

How come 1993 born got approved and included? Would you mind sharing the details?

Would you mind explaining how this CSPA works, since I applied for my siblings and two of my nieces are now above the age of 21. I'd really appreciate if you could explain it in a layman language. Thank you

Simply put, you subtract the time period between priority date and approval date (date on the i797 approval notice) from the age of the person. If this puts their adjusted age under 21 when the priority date is current they are eligible for a visa.  So for example if someone is 24 but it took 5 years for uscis to approve the petition, their CSPA adjusted age is 19 and they would be eligible for a visa. They have to remain unmarried though.
